On the application of measurement methods included in GOST standards
On the official website of the Federal Agency for Technical Regulation and Metrology (Rosstandart), in the "Question and Answer" section, an explanation has been published on the application of measurement methods included in GOST standards in connection with changes in legislation to ensure the uniformity of changes from March 1, 2025.

Has the procedure for applying measurement methods included in GOST standards changed due to changes in legislation on ensuring the uniformity of changes from March 1, 2025?
Amendments introduced into Federal Law No. 102-FZ of June 26, 2008 "On Ensuring the Uniformity of Measurements" (hereinafter referred to as Federal Law No. 102-FZ) by Federal Law No. 18-FZ of February 14, 2024 "On Amendments to the Federal Law "On Ensuring the Uniformity of Measurements" and which entered into force on 1 March 2025 They do not change the procedure for applying measurement techniques (methods) in the field of state regulation to ensure the uniformity of changes (hereinafter referred to as the sphere of state regulation), including those contained in national standards and in interstate standards introduced on the territory of the Russian Federation as national standards (hereinafter referred to as national standards).
The updated provisions of Part 1 of Article 5 of Federal Law No. 102-FZ provide that in the field of state regulation, only measurement methods (methods) are allowed to be used, information on the certification of which is entered into the Federal Information Fund for Ensuring the Uniformity of Measurements (hereinafter referred to as the Fund). Access to the Fund's data on certified measurement techniques (methods) is provided through the Arshin subsystem of FGIS Rosstandart.
In accordance with clause 5.3.4.2 of GOST R 1.2-2020 "Standardization in the Russian Federation. National standards of the Russian Federation. Rules for the development, approval, updating, amendment and cancellation" and the provisions of the previously existing fundamental national standards of the Russian Federation. National standards, if they include methods (techniques) of changes, are subject to metrological examination in accordance with the rules on interstate standardization PMG 92-2009 "Metrological examination of drafts of interstate and national standards" and for compliance with current legislation in accordance with the the sphere of ensuring the uniformity of measurements, the object of which is, inter alia, verification of the availability of certification of measurement methods (techniques) used in the field of government regulation.
Thus, in accordance with the provisions of Federal Law No. 102-FZ, there are no restrictions on the application of existing national standards containing measurement methods in the field of state regulation. These provisions remain unchanged within the framework of changes in legislation in the field of ensuring the uniformity of changes that entered into force on March 1, 2025.
It should be noted that in accordance with the Order of the Ministry of Industry and Trade of the Russian Federation dated December 15, 2015 No. 4091 "On approval of the Procedure for Certification of primary Reference Measurement Methods, reference measurement methods and measurement methods and their Application", not all measurement methods are subject to certification, and therefore, in terms of data on certification of measurement methods, please follow the data of the Foundation, and, if necessary, clarifications regarding the application of specific national standards, contact the Federal Agency for Technical Regulation and Metrology.
